Le programme Proalcool et l'economie agricole au Bresil

Aux prises a partir de 1974 avec Ie fardeau de couteuses importations de petroler Ie Bresil met en place un programme ambitieuxde substitution de ressence par l'ethanol produit a partir de la canne-a-sucre. Rappelant la genese de ce programme, le plus important a 1'ichelle mondialer l'auteur evoque la structure agro-industrielle de productionr ou domine lo. grande plantation, ainsi que la substitution de la flotle de velticules mente il partir de 1980 par l'industrie automobile locale. Une evaluation des coUts du programme permet de mettre en lumiere Ie role vital des subsides gouvernement aux dans la mise en place des nouvelles activites industriellesr malgre la diversite des resultats auxquels arrivent Ies diverses etudes disponibles. nest enfin possible de tracer un premier portrait des retombees du programme sur Ies caractbistiques de riconomie agricole locale ou s'affirme un violent contraste entre Ies zones Nord-Est et Sud-Est. Essor d'une main d'oeuvre saisonniere, voire migranter diplacement des cultures alimentaires et nouvelle concentration de la propriire fonciere apparaissent comme des mouvements strudurels quir sans ttre inidits au Bresil, acquierent ala faveur du programme un nouveau et inquiitant dynamisme.
